If you add a relay url to monitor, nostr:npub1wsguarddmjs97h4m026fsmv5974jk2s2rgu2urt7remjz9nnah0qq2mlse will connect to it every few minutes (configurable) and make sure it is reachable. It also makes a REQ and writes an ephemeral event to verify the relay is responding normally.

Can be used by relay operators to make sure their relays stay up!
