What criteria does one use to screen out the bad actors? Who tells a developer they cannot or should not take funds from such a source? This is a classic problem for a project with no owner.
It is all subjective. If we ossify Bitcoin, bad actor problem is solved forever.

I like the idea that people proposing radical changes get no benefit during their lifetimes. Releases happening over decades. :-)
