Does the big bad U.S. federal government with supposedly "unlimited" resources ever take costs into consideration in deciding whether to seek an INTERPOL Red Notice?

Many people wrongfully assume that government is one big monolith.
No, it is split up among branches, agencies, subagencies, offices within the agencies, budgets, staffing limits, and human beings making human decisions within those offices.
