The capacity to control ports (to some degree) and tax the import of goods & capital crossing the border (to some degree) does not equate to governance or the ability to tax local economic activity. Africa is already poorly governed but Somalia stands alone as a place effectively in anarchy.

A government can derive plenty of revenues through tariffs and then ban the production of certain goods, forcing citizens to pay more for what they need. If they control the ports, that’s not a poorly governed country.

As I said previously *to some degree*. They do not have complete control over their ports or borders. It is not a functional state
