There's a church down the street from me that puts out a street sign every morning that ostensibly advertises their services...

The thing is, it always says shit about bathing in blood and eating flesh.

I can't imagine these slogans bringing in new converts unless they're fishing for psychopaths.

Is this normal church behavior?

Absolutely not. It's likely not a Christian church by any stretch.

If anything, that's a Lucifarian church potentially that advertises that sort of thing.
