Well, what Mr. Kennedy says is only correct if the level of spending and the FED 'monetizing' (printing) the deficits away stopped. Otherwise, inflation, an increase in the money supply, will continue. Remember, you and me, the American citizen, are the actual collateral backing all the debt outstanding.
