A lot of the Norwegians moved to Switzerland because of lower taxes. Not sure about the situation with US extradition from Switzerland though. I guess El Salvador is another option, at least currently. Then I'd guess the UAE would be another place to put your money? No expert, just my impression.
In switzerland every person that opens a new bank account has to show if the person is from the US.

What happens if you're from the US?
This I do not know. Probably an automatic information exchange with the american tax offices. But it ir pure speculation of my side.
