I don't like any of them. If there's money that could be put towards bitcoin just give tax payers a refund instead.

The most obvious “budget neutral” methods are fraudulent criminal prosecution with conviction and worse, civil asset forfeiture without prosecution or recourse for the victim - except of course evasion or effective use of a strategic steel, brass, and lead reserve (to “trump” a government five dollar wrench attack).
