Genuinely curious, how much do you think it would cost for a company/org not already manufacturing hardware to design and manufacture (or have manufactured) 1000 of these?
Hard to say. A lot can be done going full SDR. But there is some analog black magic on the front end. The amp finals are probably easy off the shelf these days. HF is easier than going higher bands.
