Unclear to me how anything related to college football could be considered a crisis.
Otherwise I would say that I've thought about much of what you listed as positives and negatives of our state. I fortunately live in a far north Texas county still largely run by the ranchers. It is all cattle and horse country up here. We are right on top of the aquifer, so the water is plentiful and clean for those of us with wells. Our part of the grid is stable if not also infected by wind energy. Clean food is easy to get up here, and we have milder weather than the rest of the state. And there are enough trained gun owners that militias will materialize fast if the need arises.
I am grateful for the resources Texas has, though like you, I don't care for the large inner city populations. They will diminish quickly in a crisis.
I've thought about what state I'd go to if it came to moving, and frankly I am not sure I could find a better situation than I ha e where I am.
