Nostr slowly grows because weirdos find it by rummaging through the bins down the pissy "decentralised web" alleyway. It also has some bitcointwitter 'people' who join because they saw the 800th video of some bitfluencer pay for a cappuccino with lightning and mention nostr. There's too much focus on catering to the latter and not on the former. The weirdos tend to leave after a while unfortunately.
I mostly blame primal.
