The tiny hats have a monopoly on cartels - energy, banking, drugs, etc. the past great buildings are evidence of the free energy grid that had been deactivated. This is a major source of control. I imagine free energy will be a big part of the story post vax genocide. Tomorrow land will be about abundance.
