Mempool consistency is a sign of node operators agreeing on policy but treating policy like consensus - forcing all to run the same policy is bad.
Should miners use policy to fight spam - against their financial interest - and other node runners not enforce policy to get everything relayed that is consensus compatible to improve mining decentralization?
