Why do you think it is biased. It seems senseful to me.
While technocracy may not be harmful, the answer is that it could be under certain circumstances. And it begins by saying that it is not accurate to say that technocracy will subjugate humanity.
How could it not be accurate if under certain circumstances subjugation could occur?
It contradicts itself.
