The Bitcoin blockchain just records transactions. I'd be interested to know what you meant by 'locked in data'?

If you meant that it could be used to timestamp a data record, you are correct. However, eventually transaction fees would make this impractical for anything but the most critical data and, even then, it wouldn't work at scale.
