Miners choose the transactions, and they will choose the ones that pay the most. It is normal for these transactions to immediately enter the next block. Or did I misunderstand your question?

No its probably the way i wrote it. Curious why the 2nd or 3rd block being constructed dont have any 100 plus sat/byte but then as soon as the block is mined, the next one fills up with 100 plus sat / byte transactions that were not present in the mempool as far as i can tell. Id imagine there would be some higher sat/ byte transactions in the 2nd, 3rd block being constructed too ( obviously less but still some ).
