YouTube has removed 11,000 accounts linked to propaganda networks from Russia, China, and other regimes such as Iran, as well as terrorist groups like Hamas and the Houthis. Over 7,000 accounts connected to China and 2,000 linked to Russia were taken down.

When you're serving propaganda, you should always be sure that you're not also serving counter-propaganda.
They should have bots crawling and detecting those and then pulling them down regularly.
