It definitely was before the war, most countries spent barely anything on defense and there was a lot of talk about ending it. But then Putin did his thing, NATO got new members and it's countries all agreed on 5% of gdp defense budgets, no one seriously talks about ending it anymore, talks are now more on how to strengthen it further

Spending 5% will definetely weaken these countries in general. Also NATO has spent many weapons which might never be replaced. And it is not even sure if NATO will continue to exist after the defeat against the reason it exists anyway. But we will see...
Defeat? Russia is losing soldiers by the thousands to take villages in the middle of nowhere, best they can hope is to get some land as consolation prize, their dream of annealing Ukraine is gone already
