Go on... I'm of the opinion that washing before is more prudent
Not really. Even if you don't pee on your hands, if you're handling your junk, you're coming into contact with all manner of things that are not at all ideal to be spreading willy-nilly to others. Before is definitely important, too, especially if you've been eating.
