Allah swt gave us the perfect financial system.
No Riba, zakat to support the poor, and being ethical in business transactions.
Zakat could be considered a sort of wellfare imo.

Sadaqah is the non-compulsory welfare system

As for your post, I kinda agree.
I think free Healthcare for all should exist but while still allowing private hospitals to serve those who can afford better care.
But things like war would have to be done via voluntary crowdfunding.
However none of this works under weak fiat money.
