Not able to follow people on nostr, interestingly. Wonder if it's a relay issue?

You will have to reduce number of relays, 28 relays too much might be network bottleneck. And then depending on app, turn off your global feeds etc. Make sure your writes UP are enabled, etc etc

Also I heard from #[2] some relays will punish you (rate limit you) if you are using MULTIPLE clients at once..... false positives detection something something

you don't get punished by them or a client, it's more of a self punishment. you'll experience slowness and lag as your client tries to connect to all of them and read/write to all of them.
