I have been using Yarn since Instarted with JS package managers.
If you said frameworks, or libraries, yeah, I'd say yes, package managers? Nah.

Meh, the ecosystem is the great thing about js. You don't have to use any of it, if you don't want to and if you do, you have pretty much all the wheels ready for you. There is very little reinventing of the wheel.
Sure JS itself is dumb, TS isn't much better, but the ecosystem is great.
