It is part of the human condition that some people will seek to be in charge. They want to control others. The stronger of them (physically and charismatically) will enlist others to side with them. It can evolve and play out in infinite ways. You can call them chiefs, war lords, governors, or whatever. In any group of humans of any meaningful size, there will ALWAYS be someone in charge. The very best you can do is try to shape it and defang it.
