Primal already respects NIP-51 mute lists. If you have a mute list defined, muted accounts shouldn't show up in your feeds. Primal doesn't currently expose any UI to create and manage the mute list, so that can be done in another nostr client, like listr.lol. We are planning to add UI for creating and managing mute lists in the coming weeks.
