Buteyko breathing immediately comes to mind.
Your CO2 levels in your blood are what makes you feel out of breath. Training your mind to be ok with the discomfort of elevated CO2 levels is behind many of these techniques.
CO2 dilates blood vessels increasing blood circulation & reducing inflammation. Blocked noses are usually caused by inflamed sinuses & not an excess of snot. A simple test when you have a blocked nose is to hold your breath while walking around the room. This quickly builds CO2 levels in the blood without the discipline of slowed breathing (eg with buteyko breathing). 1 quick session is enough to temporarily unblock a nose to breath slowly.
Interestingly buteyko was discovered by a doctor observing that sick people breathed rapidly & shallowly (usually through their mouth).
