Now you just need it to broadcast the zap confirmation, or however that works.

Yup!
The issue is with creating an invoice w/ phoenixd and a description hash, as the description includes a zap request event that exceeds the size of the description tag. So the confirmation event wasn't broadcast as the description hash doesn't match.
