UTC is the 0 time and base calculation. It never change. Everything USA is using NY time, everything russian is using Moscow time.

But a long time ago the world said to take Greenwich as 0, that is called UTC time zone, or Zulu time in Nato countries.

So why we don't take that for international internet time. I have seen on a Blockchain transfer it was in UTC.
