Well, that's just a consequence of having a thing that anyone can use. It's something we have to get over until we can reign governments in. It will take time.
Bitcoin is permissionless, it should be for anyone.

Too bad it's a permissionless network so there's no way to control whether the participating peer is an individual, company or nation state.
