UNFOUNDED THEORY
The SEC is promoting and only allowing cash creates ETF models because they’re less appealing to all parties involved than in-kind, and they hope there won’t be as much face melting interest?
They’re hoping for baby steps?
Maybe it means more trades into USD and more tax income.
