Sort of agree although I think that's more or less intended and expected. Unfortunately this often makes it difficult/annoying to switch been clients since they can't agree on things like user relays, mute lists*, followed hashtags, and so on.

* NIP-51 defines mute lists specifically as kind 10000 yet every client I've tried other than Primal uses a kind 30000 parameterized "mute" list.
