And I don't know what's the matter with Avelia Liberty but Avelias are already commissioned in Europe and doing fine. The Liberty ones are manufactured in the US, or a regulation problem should be their only trouble.

As for why we've fallen behind Europe in getting the same overall design operating... the NEC is apparently quite the patchwork of tracks and structures, some in much better shape than others.
