Seems like a deep state glowie project the feds will easily shut down or censor when the time comes. A better approach would be trying to boost adoption of walkie talkies, especially MURS ones which can later be used to set up a digital network. Giving pallets of MURS walkie talkies to homeless people would give the authorities way worse topics for trying to confiscate or jam them.
