The PoW and difficulty target is higher on one than the other.
Limited, handmade artworks are nonfungible and have unforgeable costliness. #1 and #6 in a series of artworks will have differences that make them unique to their number. No art forgery can every be perfect, whereas numbered sats are all identical, and new sats will be forged so long as the subsidy is around.
