correct, nostr is a protocol. correct, no one walks around saying that they're using http or pop3 or imap, they say they're using clients like you mentioned, gmail and facebook.
in that regard, nostr clients, such as amethyst, damus, primal, etc. could build these additional tools that you're inquiring about. it's an open protocol, just like httpd, where anyone can build tools to work with anyone or anything. if someone wants to build a nostr client that can "fight misinformation" then someone just needs to build it and then users need to use that client.
who knows? maybe that client will become the most popular and defacto client for all to use. though, im guessing the opposite would happen.
