Bugs burrowing into every pepper

Do you know what bugs in particular, I have never ever had a real pest problem with peppers. Florida, PA and Texas totally different climates and just not ever had this issue.
Not really, we just always have holes burrowed into every bell and jalapeño that we’ve ever grown. We are in Michigan
