Another take: In theory, dynamic pricing so you only pay for what you use (throw away) isn’t the worst idea. The implementation is shit, but pay to play is legit. Like a toll-road for trash?

Trash disposal is already payed by the city taxes.

So now, they pay for a service which is already been payed by taxes.
