They must be added to the identity tree by someone in the identity tree before they can claim a problem.

Claimed problems that are unsolved after 3 days will be automatically unclaimed.

Identity tree members can be expunged by vote.

New (duplicate) problems can be created.

Maintainers can delete problems.
