Kinda similar thing here, e-scooter hire firms are legal, but privately owned e-scooters are illegal, if you're caught on one you can get up to 4 points on your license and the e-scooter confiscated.
At 12 points on your license, you are banned from driving for 3 years.
Yeah similar here, it's just stupid.
