I’d wager politicians. Paid organised crime with legal immunity - you can be absolutely terrible, lie, cheat, insider-deal, do nothing, fulfil your power trips dreams, and not lose your job - then a generous early pension. Plus get those sweet corporate jobs after for your ‘relationships’.
That also. But some go to jail from time to time. At least in Europe, maybe not in US. Big bankers, never 🥹.
