Side note:

Of course the CIA does not want to pass up an opportunity to collect assets, as many as possible, inside of Russia. I am reminded of my decoy plan, which would absolutely work, and be a total mind f***, and just kind of fun to do because of the science involved - but at the current time maybe not so practical. It shares the same problem as the operations that CIA is currently doing. Part of the issue is an ethical one, once an asset is compromised they're basically on their own. It is the agency's job to reassure people that they're doing things in a safe manner, that this is for the benefit of everybody, that they will take every precaution to ensure the safety of the asset the family of the asset, and this will lead to a good outcome.

However, the reality is that it is extremely dangerous and once you start touting your grand plan to start turning Russia on itself so they start eating each other, so to speak, the Russian government becomes increasingly paranoid; this is great when you want to put your enemy off balance, it's a tactic that has been used for a long time and is still effective.

The problem with this is that innocent people will be harassed, detained, possibly tortured, and more restrictions may be put in place so the people have less freedom than when we started this. This is almost the worst case scenario, and should be taken into consideration.

Furthermore, Russians will be less likely to cooperate when they think your only goal is to destroy them and their country.

The ramifications of the government becoming paranoid will make the risk not worth it.

I don't think that it is wise to also use telegram for this operation. When dealing with sensitive Communications you need a secure line, and that is not telegram.

(Not to mention that we have already seen people trying to communicate in code with others who are not accustomed to their varying styles)

Several years ago there were security flaws discovered in telegram - that I'm pretty sure are still an issue. These people are talking to agents over a platform that collects data on you, including your phone number. I don't know why nobody sees the problem with this. I think it's foolish. I think people should have a little more consideration of the potential dangers involved. Even if it doesn't directly affect them.

It's only a matter of time.

Thinking like a hacker -> everything and I mean EVERYTHING can be hacked.

Extra side note:

Maybe they can develop the precursor to something better than lithium ion batteries
