It’s worse. They convince everyone that they are the rules and that law is morality.
Fascism is the binding together (fascia) of the state and private sector. I.e. state control. The state makes laws.
The Holocaust was legal. Slavery was legal. The gulags were legal. Struggle sessions were legal. Great Leap Forward, etc.
