Censorship resistance needs decentralization.

Decentralization reduces speed.

The question is the speed provided by decentralization on current ASICs are enough or not?

If enough, it is possible to scale somewhat keeping censorship resistance. Otherwise we still need more technological advancement.

Are you talking about layer 1?

I was more assuming that we have the desired properties on Bitcoin itself, but then asking if this stringent standard also must be applied to layer 2 if we are to have self-sovereign payments in the long run

What do you mean under the "stringent standard"?

I just mean the very high, if not extreme standard set by Bitcoin itself (in terms of its incorruptibility)
