Signal is in a bit of a trust me bro situation, as with most end to end encrypted messaging applications where you don't own the signing keys.
White Noise fixes this, but has a long road ahead of itself to where it's usable in the real world and by the masses. They're working hard and I'm confident they'll get it right.
I assume your outage issues this morning is because Signal uses AWS, like 1/3 of the Internet, and it seems like many popular services and applications are struggling today.
