Local bitcoins lost its sheen in like 2020, and even then it always had some measure of KYC on the platform. In person isn’t necessary with Bisq but definitely a good option. Most reliable is usually ATMs but be sure they’re nonkyc. Alternatively, get a no-coiner friend to buy for you, send to Wasabi for coinjoin, and then send to cold wallet.
