It's regionally dependant. 30C in Qatar is pleasant spring weather. In some European regions it's a risk of death for the elderly. If you're not used to weather extremes / acclimated (hot or cold) you're vulnerable. Construction designed to hold heat and deal with harsh winters adds to this and turns homes into ovens + lack of air-conditioning.

In Spain it's _illegal_ to air-condition public spaces to less than 27°C. The maximum temperature today will only be 29°C, with fairly low humidity.

Construction is no excuse for this hysteria.
