I believe that IRS audits are inherently punitive and do imply wrongdoing from a human's perspective, not a legal perspective. I believe the IRS knows this and uses it to its advantage in order to achieve compliance. While privacy coins are legal, if you use them you are more likely to be audited/punished for using them, but not by any legal means.
