Post-soviet oligarchs would be less powerful and selected through merit, not politics.
Would be a pain in the ass to use with this

I think this theoretical world would differ so drastically from our timeline, that basically any geopolitical conflict and financial crisis would have turned out differently (or would have been averted or replaced by other issues somehow)
