It could be used to help reestablish the social fabric by connecting people to their local micro communities (think home/work/holiday address). Where constituents can propose local initiatives/improvements that are voted for and gain volunteers/donations from the very people it affects/benefits the most. Contributors could also be rewarded in some way, from SATS, discounts in local stores to more permanent displays of their service.
