Your conclusion is spot on. But your framing of the “algo” as tool of bad actors is problematic.

Algos aren’t “designed” in any particular way. Algos are tools that Nostr users (will increasingly) “need” to make use of, for discovering new and interesting people and content. This is a simple fact of the information age.
Freedom is preserved as long as individuals have facility to CHOOSE their own algos from an open and vibrant market of interoperable and useful choices.
Having access to useful choices is the key to freedom. Decentralization is simply the context in which these choices best flourish.
Use them or do not, sovereignty respecting algos is what Nostr WILL BE made famous for.
