Not quite. Just being capable of violence doesn't make you peaceful. You have to choose not to be violent in order to be peaceful. It's the decision not to rely on intimidating people by force that makes you truly peaceful. Otherwise you're just a bully who wants people to be thankful you didn't hurt them.
